Checking on his welfare Sarubbi observed in plain view numerous wax glassine envelopes containing heroin on [Afkari's] lap and on the passenger seat, Kaine told CLIFFVIEW PILOT.

Those charges were upgraded at headquarters after Afkari struck a police officer and made threats against them during processing. Charges include aggravated assault on a police officer, making terroristic threats, resisting arrest and disorderly conduct.
